What is the Essential Plan?

The Essential plan offers quality health insurance to those who have lower incomes, but do not qualify for Medicaid as well as those with a valid visa. Eligible people include:
NY state residents
Those who fit the income requirements of the Essential Plan
Are lawfully present in the U.S.
19-64 years old
Not eligible for Medicaid or Child Health Plus
Not eligible for employer and other coverage
There are four different types of Essential Plans (by household size), but they all include the 10 essential health benefits mandated by the Affordable Care Act including:

Inpatient and Outpatient Care
Maternity and Newborn Care
Emergency Services
Lab and Imaging (ex. X-rays, CAT scans, ultrasounds)
Prescription Drugs
Rehabilitative and Habilitative Services (ex. Physical Therapy)

  • Oral Exams including X-rays
  • Fillings

  • Orthodontics
  • Dentures
  • Fixed bridges
Vision Care Benefits Include:
  • One annual eye exam per year
  • Other diagnostic exams performed by an eye doctor
  • Lenses or contacts once a year (more often if medically necessary)
  • Frame one time per year unless there is a medical need.
